Priority Legislation

Family Smoking Prevention and Tobacco Control Act (H.R. 1108) gives the Food and Drug Administration (FDA) the authority to regulate tobacco products.


Prevent Prematurity and Improve Child Health Act or PREEMIE II (S. 794) gives states new options to cover: (1) low-income pregnant women and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP.

2008 Completed Initiatives

  • Newborn Screening Saves Lives Act (P.L. 110-204) signed by President Bush on April 24, 2008, establishes national guidelines on what conditions should be tested and authorizes funding for states to expand and improve their newborn screening programs and to provide educational resources for parents and health care professionals.
  • Moratorium on the rule promulgated by the Centers for Medicare and Medicaid Services protecting federal reimbursement for Targeted Case Management (TCM) services was included in the Emergency Supplemental Appropriations bill (P.L. 110-252) signed by President Bush on June 30, 2008.  Click here for more information on TCM.   • Supplemental funding of $150 million for the National Institutes of Health included in the Emergency Supplemental Appropriations bill (P.L. 110-252) signed by President Bush on June 30, 2008.
