March of Dimes President Applauds the Senate for Passage of the CARE Act

Washington, D.C., April 9, 2003—The following is a statement by Dr. Jennifer L. Howse (pronounced HOUSE), President of the March of Dimes, commending the Senate on its approval of the Charity Aid, Recovery, and Empowerment Act of 2003 (CARE Act).
Today, on behalf of the 3 million volunteers and 1500 staff of the March of Dimes working in every state, the District of Columbia and Puerto Rico, I commend the U.S. Senate for approving the ‘Charity Aid, Recovery, and Empowerment Act of 2003’ (CARE Act). The March of Dimes would like to thank Senators Rick Santorum (R-Penn.) and Joseph Lieberman (D-Conn.) for introducing and working to see the bill to fruition. This legislation providing tax incentives to encourage charitable giving is critical to the non-profit community. Its enactment will stimulate a substantial increase in charitable contributions enabling non-profit organizations like the March of Dimes to do even more to help strengthen communities across America.
Among its many provisions, the CARE Act addresses two issues of particular importance to the March of Dimes. The first is a provision allowing individuals and couples who file the short form at tax season to deduct a portion of their charitable contributions. The second provision would allow donors to make contributions from their Individual Retirement Accounts without being taxed on the gift they make.
Throughout its 65-year history, the March of Dimes has worked to improve the health of children and families. If enacted, the CARE Act will generate new resources sorely needed by the Foundation to expand investment in cutting-edge research, increase the number of public education initiatives aimed at preventing birth defects and infant mortality, and broadening support of community-based services.
The March of Dimes will be working hard to ensure the CARE Act is sent to President Bush for his signature. It is not an overstatement to say that the very future of charitable giving is at stake.
