Medicaid, Children’s Health Insurance Program (CHIP), and CHIP Perniate are essential programs and critical to health outcomes for more than 2.9 million Texas children and pregnant women.  March of Dimes opposes cuts to benefits or eligibility, which often result in children and pregnant women receiving routine care in emergency rooms or being hospitalized for preventable conditions or babies being born without adequate prenatal care.

March of Dimes supports policies to improve and modernize the Medicaid and CHIP eligibility systems to minimize delays and erroneous denials in application processing. Finally, March of Dimes supports policies to reduce preterm births; to improve maternal access to smoking cessation and substance abuse services; to broaden adoption of innovative programs and practices that improve the effectiveness of prenatal care; and to support breast feeding, all of which will improve health outcomes and reduce future taxpayer costs.

Health Insurance Coverage

Having health insurance coverage is essential for ensuring pregnant women and children have access to a medical care home and receive needed health care services. The Texas Department of Insurance (TDI) has launched the federally funded Texas Consumer Health Assistance program (CHAP) to provide information and assistance to Texas consumers.

Texas CHAP will help you:

• Learn about your rights under federal health care reform and state law
• Enroll in a health plan

Appeal a health plan’s denial of a treatment of service

• Resolve a complaint against your health plan or insurer
• Obtain the health care premium tax credit (for small businesses)

Texas CHAP is part of a nationwide network of state health assistance programs funded by a grant from the U.S. Department of Health and Human Services (HHS). As part of the program, TDI has launched a statewide educational campaign with the assistance of the state’s Office of Public Insurance Counsel, and will regularly report data about consumer problems and inquiries to U.S. Department of Health and Human Services.
