This handbook is a first step in defining the expectations and practice standards for consumers involved in work at the program and policy level. As we said at the very beginning, Rules for the Road is intended to be a living document that supports consumers by offering clarity and guidance on the complex issues they confront in their work.

Consumers play a vital and unique role in improving care and services for children, youth, and adults with special needs. We hope that this manual will be a resource to draw on as they journey forward with their important work.
